It turned up in my head a couple days ago (while contemplating how little the the people in the graves are likely to care about my trying to be polite and not step on their heads, at least) and I finally figured out it was the witch who says it, but I don't know if it's the baker's wife or the narrator she's talking about, or what the lines before and after are.
